大和評議会: Yamato Hyōgikai
"Harmony is a sharpened blade. It requires a steady hand, perfect balance, and the will to cut away all that would disrupt it."
📍 Territory
- Primary Holdings: The Japanese archipelago
- Economic Power: Significant influence over major hubs like Tokyo and Osaka.
📖 History & Lore
The Council of Yamato was born from the supernatural aftermath of the Genpei War, adapting Bushido for the kikon-jin. It has evolved into the most successfully modernized of the great supernatural councils while fiercely clinging to core traditions. Following the dissolution of the Houses of Okinawa during the Purge era, the Council restructured its governance to survive the political vacuum.
Strengths: - Highly organized, disciplined, and economically powerful. - Successfully balances tradition with modernization.
Weaknesses: - Consensus Paralysis: Wa can delay decisions when no tie-breaker exists. - The Void: The removal of the Okinawan seat has created a structural instability that manifests as internal decay and increased reliance on espionage/assassination to resolve disputes. - Foreign Contamination: Open ports challenge control.
🏛️ Core Identity & Structure
- Guiding Ideology: Harmony through hierarchy (wa). The perfection of the warrior-administrator ideal via Rei-Bushidō (The Way of the Spirit Warrior).
- Leadership: The Daimyo Assembly.
- Total Seats: 5
- Cardinal Directions: North, South, East, West.
- Center Seat: Traditionally the Tie-Breaker (Kenshin). Currently Vacant (Okinawa).
- Governance Style: Consensus building (nemawashi) followed by formal voting. Without the Center's tie-breaker, deadlocks are often resolved through proxy warfare or the threat of excommunication rather than direct debate.
- Headquarters: Edo
